Annual life certificate submission 2024: What are the options available for pensioner/family pensioner who is unable to submit a life certificate due to serious illness

Jeevan Pramaan Patra is a digital life certificate for senior citizens that is based on Aadhaar and biometrics. It is created for each pensioner based on their biometrics and Aadhaar number. The pensioner does not have to present himself in person before the Pension Disbursing Officer in order to receive JeevanPramaan (DLC).

Since DLC is available to them digitally and is processed instantly by the Pension Disbursing Agency, it is not necessary to submit it in person to the Bank, Post Office, etc. Additionally, every DLC has a distinct ID known as the Pramaan-Id.

Senior citizens can also avail doorstep banking from respective banks to submit life certificates.

To give senior pensioners a special window at banks for the activity and to avoid the general rush, pensioners 80 years of age and older may submit their life certificates starting on October 1 of each year, which would be valid until November 30 of the following year.

DLC: Incase of serious illness/incapacitation

The following are the options in these types of cases when a pensioner/family pensioner who is unable to submit a life certificate due to serious illness/incapacitation, according to the UIDAI FAQs on life certificate.

Submission of DLC preferably through Face Authentication Technology

In these cases, an intimation to this effect supported by a medical certificate from a Registered Medical Practitioner about his/her inability to appear in person may be sent to the officer-in-charge of the Pension Account Holding Branch (PAHB) so that the latter may nominate an officer to visit the pensioner at his/her residence/hospital for the purpose of recording the life certificate.

  • In the case of a pensioner drawing his pension through a Public Sector Bank, the Life Certificate may be signed by an officer of that Public Sector Bank.
  • A pensioner who produces a life certificate in the prescribed form in Annexure -XIII signed by any person specified hereunder, is exempted from personal appearance
  • A person exercising the powers of a Magistrate under the Criminal Procedure code
  • A Registrar or Sub-Registrar appointed under Indian Registration Act; A Gazette Government servant
  • A Police Officer not below the rank of Sub-Inspector in-charge of a Police Station;
  • A Postmaster, a departmental Sub-Postmater or an inspector of Post Offices
  • A Class-I Officer of the Reserve Bank of India.
  • A Pensioned Officer who, before retirement, exercised the powers of a magistrate
  • A Justice of Peace
  • A Block Development Officer, Munsif, Tehsildar or Naib Tehsildar.
  • A Head of Village Panchayat, Gram Panchayat, Gaon Panchayat or an Executive
  • Committee of a Village
  • A Member of Parliament, of State legislatures or of legislatures of Union Territory
  • Governments/Administrations, Treasury Officer.
