The scheme aims to provide housing to 1 lakh economically weaker families. Eligible families are those with an annual income of up to Rs 1.80 lakh, as identified by the ‘Parivar Pehchan Patra’ (family ID) and who do not own a ‘pucca’ house in any urban area of Haryana.

Each eligible family will receive a 30 square yard plot to construct their own ‘pucca’ houses. The state government, through the Department of Housing for All, will provide the necessary land.

The scheme will integrate with the beneficiary-led construction (BLC) vertical of the Pradhan Mantri Awas Yojana-Urban (PMAY-U). It targets families registered in the demand survey conducted via the Department of Housing for All’s web portal between September 13, 2023, and January 19, 2024. Last year’s online registration saw around 2.89 lakh applicants, with 1.51 lakh opting for plots and 1.39 lakh for flats. Beneficiaries can construct duplex (double-storey) flats with a carpet area of 350-425 square feet on the allotted plots, following standard designs.

MMSAY beneficiaries will have building approval charges, development charges, and the betterment levy waived. The registration fee for the plot will be a nominal Rs 500. Charges for water and sewerage connections will also be waived at the application time by the concerned authority.

Mukhya Mantri Gramin Awas Yojana (MMGAY)

In parallel, the Haryana government also decided to implement the Mukhya Mantri Gramin Awas Yojana (MMGAY) to ensure affordable housing for rural residents. MMGAY aims to provide financial assistance of up to Rs 1 lakh or the actual price of the plot, whichever is less, for purchasing residential plots up to 100 square yards. This scheme will cover individuals who did not receive plots under the Mahatma Gandhi Gramin Basti Yojana (MGGBY) in the last 15 years.

MMGAY will be implemented for the financial years 2024-25 and 2025-26. The Rural Development Department will provide a list of beneficiaries who have not received possession of their allotted plots under MGGBY.
