“We will check every institution, such as media, companies, bureaucracy, to see if there is any representation from the backward class, Dalit, Adivasi, and poor general classes,” noted the former Congress president.
The Congress leader made the comment at an election rally supporting Congress candidates Govind Ram Meghwal from Bikaner and Kuldeep Indora from Ganganagar in Bikaner, Rajasthan, news agency IANS reported.
Gandhi further asserted, “Through caste-based census, doodh ka doodh paani ka paani ho jayega, sab pata lag jayega.”
In his rally speech, the Congress leader also mentioned that that the party will conduct an economic survey. “First, we will count how many people belong to different castes to know who needs more help. Then, we will look at how the country is doing financially and make plans to share money, jobs, and other benefits with those who need it the most,” he said.
Since the Bihar government’s statewide caste-based census survey was released in November, the Congress leader has repeatedly stressed the implementation of a caste census in the country if the party comes to power.

In its manifesto, the Congress vowed to conduct a nationwide census to identify and enumerate castes, sub-castes, and their socio-economic conditions. Additionally, it pledged to amend the Constitution to raise the 50 per cent cap on quotas for marginalised groups, such as scheduled castes, scheduled tribes, and other backward classes.
