The Delhi government on Wednesday December 20, 2023) announced an End-of-Life policy for ageing automobiles. The move comes in response to increasing pressure to mitigate the environmental impact of vehicular emissions and streamline traffic in the National capital.
Under the new policy, vehicles older than 10 years for diesel and 15 years for petrol will face a structured disposal process. Instead of immediate confiscation and scrapping, the government will implement substantial fines, encouraging owners to take their old vehicles off the road voluntarily.

In compliance with the recent directives from the Delhi High Court, the government has crafted a unique provision allowing vehicle owners to reclaim their seized automobiles. However, this comes with a condition—the vehicle must either be relocated outside Delhi within six months or be responsibly scrapped.
The draft policy outlines the issuance of significant fines in lieu of vehicle confiscation, urging owners to refrain from using their aged vehicles. This strategic approach aims to dissuade owners from returning their old vehicles to active use, thereby alleviating the burden on Delhi’s congested roads.

In an effort to further promote scrappage and incentivise the transition to newer, more eco-friendly vehicles, auto companies are gearing up to introduce their own schemes. These initiatives are expected to include attractive offers for individuals who choose to surrender their old vehicles and opt for new, environmentally conscious alternatives.
Under the proposed policy, already seized vehicles will be released upon payment of fines, accompanied by an undertaking from the owners. This commitment ensures that the vehicles are either registered in other states or responsibly scrapped, eliminating the risk of them returning to New Delhi’s roadways.
