The two ‘Naya Kashmir’ Bills — Jammu and Kashmir Reservation (Amendment) Bill, 2023 and the Jammu and Kashmir Reorganisation (Amendment) Bill, 2023– will help and uplift those who were deprived of their rights historically, Union Home Minister Amit Shah on Wednesday. The Minister said he was glad that no one opposed the Bills while deliberating upon them.
Speaking in the Lok Sabha, the Union Minister said, “There is a difference between granting someone their rights, and granting someone their rights with dignity.”

The two bills will give justice to those deprived of their rights for the last 70 years, Shah added.
Shah was replying reply on the Jammu and Kashmir Reservation (Amendment) Bill, 2023 and the Jammu and Kashmir Reorganisation (Amendment) Bill, 2023 in Lok Sabha.
“The Bill that I have brought here pertains to bringing justice to and providing rights to those against whom injustice was done, who were insulted and those who were ignored. In any society, those who are deprived should be brought forward. That is the basic sense of the Constitution of India. But they have to be brought forward in a way that doesn’t reduce their respect,” he said.

Talking about the exodus of Kashmiri pandits in 1991, Shah said, “They lived as refugees in their own country. This bill gives them back their rights to jobs, education, contest elections via reservation”.
He also lauded the Modi government for revoking Article 370 and said a fair delimitation exercise was a part of this Bill.
The Union Home Minister on Tuesday moved the two bills in Lok Sabha. The Jammu and Kashmir Reorganisation (Amendment) Bill and the Jammu and Kashmir Reservation (Amendment) Bill have been taken up together for consideration in the Lok Sabha.
Around four hours had been initially set apart for the discussion.

While speaking on the bills, Congress MP Adhir Ranjan Chowdhury pointed out that former and present ministers keep bringing former Prime Minister Jawaharlal Nehru into discussions on Jammu and Kashmir and cast aspersions on him.
“We are tired of hearing 70 years, I request that there be a day in which we discuss Jammu and Kashmir and Nehru and his mistakes,” he said.
He also invoked former PM Atal Bihari Vajpayee’s words- “Kashmiriyat, Jamhuriyat and Insaniyat” and asked the treasury to reflect if they have followed it.
